The Reconstruction, KKK, and Congress?

How did Congress eventually respond to groups such as the KKK and the Knights of the Camellia attempts to terrorize black voters? Was the Civil Rights Act of 1866 passed for this purpose? If so, or not, were there other responses or actions taken by Congress?

The Civil Rights Act was an early step but the first REAL step was the Enforcement Acts in the 1870s. THAT is the answer to your question.
